Even with other files, folders or software I'm getting that same error msg, insufficient permissions to download file.
Now I'm getting it for games when I never had that problem before. I'm trying to avoid having to reformat my computer. I would see say 1. That may have been the problem of my defunct router. Unfortunately getting a new router hasn't solved my problem. I would have the same problem when I just used my modem and upgraded to Super Administrator. Overall I don't seem to have permission to access my own computer, insufficient permissions to download file, even though I'm the only administrator and user on it.

C's post on July 20, I solved the problem by using Kaspersky. It was the only software that found a Trojan on my computer which prevented me from having access to anything therein having the ability to "Write" anything new on my computer. I've tried un-installing and re-installing the software twice with the same results. For some reason I now cannot open any PDF files.
